José Ramos-Horta foi o 4.º Presidente da República Democrática de Timor-Leste (2007-2012) desde a proclamação unilateral da independência – de Portugal – em 1975 e o 2.º desde a restauração da independência em 2002, após 24 anos de ocupação indonésia (1975-1999). Entre julho de 2006 e maio de 2007 foi Primeiro-Ministro e Ministro da Defesa e de 2002 a 2006 Ministro dos Negócios Estrangeiros. Foi Representante Especial do Secretário-Geral da ONU e Chefe da Missão Integrada da ONU de Apoio à Construção da Paz na Guiné-Bissau entre janeiro de 2013 e junho de 2014. É sócio honorário da AICL desde 2016. Foi laureado com o Prémio Nobel da Paz em 1996.
