António Martins, licenciado em Economia e Doutor em Gestão pela Universidade de Coimbra. É Professor de Fiscalidade na FEUC e membro do CeBER. Foi Membro da Comissão de Reforma do IRC (2013) e de outras comissões que, no Ministério das Finanças, trataram de questões de reforma fiscal. Foi colaborador do IAPMEI em avaliação de projetos nos programas SEBR, SIBR e PEDIP, entre 1987 e 1991. Foi adjunto do Presidente da Assembleia da República, António Barbosa de Melo (1992-1993). É autor de vários livros e artigos sobre temas fiscais, contabilísticos e financeiros, publicados nacional e internacionalmente. É árbitro no CAAD.
