Waldemar Freitas nasceu em Luanda. É Docente de Direito Constitucional e Direito Administrativo na Faculdade de Direito da Universidade Católica de Angola. Mestre em Direito Constitucional pela Faculdade de Direito da Universidade de Lisboa. Consultor e Advogado. Formador na Escola Nacional de Administração e Políticas Públicas – ENAPP. Consultor do Programa de Reforma e Modernização Administrativa (PREA).
Membro do Grupo Técnico Para a elaboração do Código de Procedimento Administrativo e Código de Processo Contencioso Administrativo.
