É Professor Catedrático Jubilado do Instituto Superior Técnico da Universidade de Lisboa. Fez os preparatórios de engenharia na Universidade de Coimbra, tendo-se licenciado em 1963 em Engenharia Civil pela Universidade do Porto. Nesse mesmo ano, ingressou no Laboratório Nacional de Engenharia Civil, onde foi Investigador Coordenador e Diretor do Departamento de Geotecnia entre 1984 e 1996. É doutorado e agregado pela Universidade Nova de Lisboa, tendo lecionado nessa Universidade entre 1975 e 1996.

Foi Presidente da Academia de Engenharia, Bastonário da Ordem dos Engenheiros, Presidente da Junta Autónoma de Estradas e Presidente da Sociedade Portuguesa de Geotecnia. É, desde 2009, Presidente da Comissão de Segurança de Barragens e Presidente do Conselho da Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa.
