A prison transport bus accident sets dangerous convicts free to wreak havoc throughout the Mississippi Delta, among them, a pair of Las Piratas cartel members.

FBI Agent Alex Penance takes the lead in wrangling the murderers, rapists and human traffickers back into custody. Complicating Penance''s task is the OPR agent sent by the bureau to keep the struggling agent "in line" as his methods have come under fire.
