Back in Julius's hometown, a mayoral election heats up. The candidates are all willing to do anything to win, from caging the incumbent mayor, to setting his mother adrift at sea with no one for company but a Tonkinese toady. While the candidates face an incursion of vermin, Julius must find Quincy before he builds a weapon capable of ruining the dogs' world forever.
