V. Cunha Oliveira é Jurista e Pós-Graduado em Fiscalidade, pelo Instituto Superior de Economia e Gestão da Universidade Técnica de Lisboa, e Pós-Graduado em Gestão para Juristas, pela Faculdade de Direito da Universidade Católica Portuguesa. É membro efectivo da Associação Fiscal Portuguesa; membro da Sociedade Histórica da Independência de Portugal. Foi dirigente de uma associação pública e membro de uma associação europeia de juristas.
Tem obras publicadas em Direito Comercial, Administrativo e Fiscal. É, ainda, autor de trabalhos técnicos e textos em publicações diversas.
