Rui Rosmaninho nasceu em Coimbra (Portugal), a 04 de outubro de 1972.

Frequentou o Curso de Arquitetura - Ramo de Arquitetura e Tecnologia, na Faculdade de Ciências e Tecnologia da Universidade de Coimbra, entre 1990 e 1996, tendo concluído a licenciatura em 23 de janeiro de 1997.
Inicia a sua atividade profissional em dezembro de 1996.

Tem desenvolvido uma intensa atividade na administração local no âmbito da obra pública. Como profissional liberal tem elaborado inúmeros trabalhos, quer a nível individual, quer, também, em colaboração com outros colegas e gabinetes.

Atualmente exerce funções na Câmara Municipal de Anadia.
