Rui Moreira nasceu no Porto em 1956 e licenciou-se em gestão de empresas em Inglaterra em 1978. Antes de cumprir três mandatos como Presidente da Câmara Municipal do Porto foi presidente da Associação Comercial do Porto entre 2001 e 2013 e do Conselho de Administração da Sociedade de Reabilitação Urbana do Porto, a empresa que liderou a reabilitação do centro histórico da cidade Invicta, entre 2011 e a sua primeira eleição. Foi empresário, comentador político e desportivo, cronista e consultor. Autor de livros como Uma Questão de Carácter e Ultimato, foi sempre uma voz ativa (e reivindicativa) na defesa dos interesses da cidade do Porto e da Região Norte.
