Pedro Carlos Bacelar de Vasconcelos
Born in Porto, he holds a doctorate from the Faculty of Law of the University of Coimbra (1996), is a professor of Constitutional Law, a member of Parliament, and president of the Portuguese Delegation to the Parliamentary Assembly of the Council of Europe. In the previous legislature (2015/2019), he was president of the 1st Parliamentary Committee – Constitutional Affairs, Rights, Freedoms and Guarantees. He was Civil Governor of the District of Braga (1995/1999), Vice-President of the Convention for the Charter of Fundamental Rights of the European Union (1999/2000), Director of Constitutional and Electoral Affairs at the United Nations Transitional Administration in East Timor (UNTAET – 2000/2001), consultant to the World Bank and the United Nations Development Programme (UNDP). He was president (2017/2019) of the Advisory Board of the Côa Museum and Park Foundation. He is the author of several works and maintains regular collaboration with the media.
