Medina Carreira, advogado de carreira, foi presidente da Comissão de Reforma da Tributação do Património, ministro das Finanças, subsecretário de Estado do Orçamento, vice-presidente do Conselho Nacional do Plano, membro do Conselho Superior dos Tribunais Administrativos e Fiscais, presidente da direcção da Caixa dos Advogados. Foi docente do Instituto Superior de Estudos Financeiros e Fiscais (IESF) e do Instituto Superior de Ciências do Trabalho e Empresa (ISCTE). Realizou e publicou, ainda, inúmeros trabalhos e ensaios sobre estas áreas.
