Marcos Nóbrega é Conselheiro Substituto do Tribunal de Contas de Pernambuco, ex-auditor da Secretaria da Fazenda, professor de Fundamentos do Direito da Universidade Federal de Pernambuco, instrutor da Escola de Administração Fazendária (ESAF), professor da Escola de Magistratura de Pernambuco (ESMAPE), da Escola de Governo da Fundação Joaquim Nabuco (FUNDAJ) e de cursos de Pós-graduação na área de Direito Público, na Universidade de Pernambuco. Professor da Escola de Contas Públicas Professor Barreto Guimarães, do Tribunal de Contas de Pernambuco, tendo ministrado diversos cursos sobre Responsabilidade Fiscal.
