Manuel Rui nasceu no Huambo, Angola (1941) e reside em Luanda. Estudou Direito em Portugal, onde exerceu advocacia. Participou ativamente na vida cultural e política de Angola no período que se seguiu à independência daquele país. Tem várias obras publicadas e traduzidas para diversas línguas, entre as quais a famosa novela Quem me dera ser onda.
Outros títulos publicados pelos Livros Cotovia: Regresso Adiado, Crónica de um Mujimbo, Rioseco, Um anel na areia.
