Advogado, é licenciado e Mestre em Direito (vertente Ciências Jurídico-Políticas) pela Faculdade de Direito da Universidade de Lisboa. Exerceu funções de Diretor do Gabinete de Estudos do Tribunal de Contas; de Docente do Departamento de Direito da UAL nas áreas de Direito Internacional Económico, Direito Público Comparado e Direito Administrativo; de Assessoria Jurídica em gabinetes ministeriais nas áreas do Ambiente e do Ordenamento do Território e de dirigente em vários Serviços e Organismos da Administração Pública central.
