Manuel Fernandes Vicente nasceu em Castelo Branco em 1952, estudou e especializou-se em Química dos Produtos Naturais na Faculdade de Ciências e Tecnologia da Universidade de Coimbra e foi professor de Matemática, Ciências Naturais e Ciências Físico-Químicas na Escola E/B Dr. Ruy d’Andrade no Entroncamento, a cidade onde vive. Foi fundador e chefe de redação da Revista Nova e do jornal Notícias do Entroncamento, colaborador nacional e repórter do Público, cronista no jornal musical Blitz e no portal Entroncamentoonline, além de uma colaboração dispersa noutros órgãos de comunicação social.
Publicou as obras O Vento das Sete Serras, O Povo do Tejo, e quatro volumes de uma série dedicada às geografias musicais Música nas Cidades.
