Mandy Sutcliffe nasceu em Stockport, Inglaterra, estudou ilustração na Universidade de Leeds. Enquanto estudava em Paris, Mandy passou horas desenhando e pintando em parques. Foi nesta cidade que ouviu o nome de "Belle", tendo começado a desenvolver a personagem da menina que seria a estrela dos seus livros. Mandy baseou-se nas suas próprias memórias de infância para criar o mundo de Belle e Boo.
