Luís de Almeida Sampaio nasceu no Porto em 1957. Licenciou-se em Direito pela Universidade de Coimbra em 1982, e no ano seguinte ingressou na carreira diplomática. Desempenhou várias funções na União Europeia e na NATO. Esteve colocado em Luanda, em Argel e em Belgrado. É embaixador de Portugal em Praga desde 2019. À data dos acontecimentos narrados no livro, era embaixador de Portugal em Berlim (2012-2015). É casado e tem duas filhas.
