Concluiu, em 1975, o curso de regente agrícola/engenheiro técnico agrário. Entre 1986 e 2008, exerceu funções no Serviço Nacional de Parques, Reservas e Conservação da Natureza (SNPRCN)/Instituto da Conservação da Natureza e das Florestas (ICNF). Em 2000, licenciou-se em Direito e, em 2007, concluiu o mestrado em Ciências Jurídico-Comunitárias, tendo nesse período exercido funções docentes na Universidade Independente, em Lisboa. Exerce funções na Direção Geral de Energia e Geologia (DGEG) desde 2008.
