He completed his agricultural management/agricultural technical engineering degree in 1975. Between 1986 and 2008, he worked at the National Service for Parks, Reserves and Nature Conservation (SNPRCN)/Institute for Nature Conservation and Forests (ICNF). In 2000, he graduated in Law and, in 2007, completed a master's degree in Community Legal Sciences, during which time he taught at the Independent University in Lisbon. He has worked at the Directorate-General for Energy and Geology (DGEG) since 2008.
