José Lopes

José Lopes nasceu em Lisboa em 1951, entrou no universo policial em 1976 e percorreu-o, durante mais de 30 anos, em Portugal e no estrangeiro.
Em 1976, ingressou na Polícia Judiciária, passando pelas áreas de furto/roubo, lofoscopia e homicídios. Treze anos depois, transitou para o SEF, tendo participado no processo de substituição da Guarda Fiscal no controlo de fronteiras, pôs em funcionamento a sua Valência Judiciária e representou o serviço em diversos fóruns e grupos de trabalho internacionais. Foi ainda Inspetor-Geral das Atividades Económicas.
No estrangeiro, foi conselheiro para a segurança interna/controlo migratório na UNTAET (United Nations Transitional Administration in East Timor), conselheiro do Ministro do Interior de Timor-Leste e perito-avaliador de projetos no âmbito do Programa Justiça Penal 2008 da Comissão Europeia.
