Jorge Costa Lopes nasceu em Vila Nova de Gaia, em 1966. Investigador da obra de Vergílio Ferreira, participou como orador no Encontro Internacional de Sintra consagrado ao autor de Para Sempre, realizado em Outubro de 2001, onde apresentou um texto sobre O Mar da Infância de Vergílio Ferreira. Escreveu várias recensões e artigos sobre Vergílio Ferreira no JL - Jornal de Letras, Artes e Ideias, na revista Praça Velha da Câmara Municipal da Guarda e no extinto suplemento Das Artes Das Letras d’ O Primeiro de Janeiro. Organizou e prefaciou a Antologia Jornal de um Artista de Beldemónio, pseudónimo de Eduardo de Barros Lobo, editado pela Câmara Municipal de Gouveia.
A obra As Polémicas de Vergílio Ferreira e uma Antipolémica ou Polémica do Silêncio, agora publicada pela Difel, foi distinguida com o Prémio de Revelação APE/IPLB 2005, na categoria de Ensaio Literário.
