He was Director-General of the Ministry of Education (GETAP), Secretary of State for Basic and Secondary Education, and Portugal's representative in various international organizations (OECD, UNESCO). He holds a doctorate in education from the University of Lisbon, is a researcher in the field of Education, and a member of the National Education Council. He coordinates the External School Evaluation Program (AVES), promoted by the Manuel Leão Foundation, of which he is President. He is currently a full professor at the Catholic University of Portugal and President of its Porto Regional Center.
