Nasceu em 1949, em Lisboa. É oficial da Armada, licenciado em ciências militares navais, especialista em Navegação, engenheiro hidrógrafo e Master of Science em Oceanografia Física, pela Naval Postgraduate School, EUA. Paralelamente a uma carreira típica de oficial da Armada, prestou ainda serviço no Instituto Hidrográfico, e foi professor da Escola Naval, onde leccionou Navegação, Meteorologia Náutica, Hidrografia e Oceanografia Física. Mas foi, sobretudo, a sua actividade profissional como navegador e comandante de navio que lhe trouxe considerável experiência na utilização operacional das cartas náuticas e o motivou para escrever obras sobre este tema.
