Doutorado em Oxford sob orientação de Ralf Dahrendorf, é professor catedrático de Estudos Políticos, tendo em 1996 fundado o IEP-UCP, de que foi diretor até 2023. Lecionou nas Universidades de Brown, Stanford e Georgetown, nos EUA, bem como no Colégio da Europa em Varsóvia. Foi Consultor dos Presidentes Mário Soares e Cavaco Silva. recebeu da Rainha Isabel II, em 2018, o título de Honorary OBE.
