Javier Solana é um dos políticos espanhóis que exerceu maior influência na cena internacional. Ministro, desde 1982, em diversos governos socialistas, em 1995 foi eleito Secretário-Geral da NATO e, em 1999, converteu-se no Alto Representante para a Política Externa e de Segurança Comum ( PESC) da União Europeia. Atualmente, é Presidente do Centro de Economía e Geopolítica Global da ESADE.
