J. B. César é natural de Chaves e nasceu em 1955. Foi o fundador e diretor da rádio Antena Radiante, do Jornal de Chaves e do Semanário Transmontano. Como jornalista profissional, foi colaborador do Jornal de Notícias, do Comércio do Porto e do diário La Región, de Ourense (Galiza). Em 2013 publicou o seu primeiro romance, intitulado "Claro que não, antes pelo contrário". Em 2018, com a obra, "Custa a verdade abdicar dos bifes", foi o vencedor do Prémio Literário Bento da Cruz.
