Depois de cursar o ensino secundário em Santo Tirso e no Porto e os dois primeiros anos de Direito em Coimbra e Lisboa, Hugo Azevedo seguiu para Roma, onde viveu vários anos junto de S. Josemaria e onde se doutorou em 1956 pela Universidade Lateranense em Direito Civil Comparado e Direito Canónico, com a tese «A Transcrição do Matrimónio Canónico no Registo do Estado Civil». Sacerdote da Prelatura do Opus Dei desde 1955, Hugo Azevedo colabora ainda em jornais e revistas, nomeadamente no «Jornal de Notícias», onde manteve uma coluna durante nove anos.
