Francisco Sá Carneiro (1934-1980) formou-se na Faculdade de Direito da Universidade de Lisboa e exerceu a advocacia no Porto. Deputado independente, pertenceu à chamada ala liberal de 1969 a 1973. Fundador do PPD (Partido Popular Democrático), mais tarde PSD (Partido Social-Democrata), constituiu em 1979, com o CDS e o PPM, a AD (Aliança Democrática), que venceu as eleições intercalares. Liderou o governo durante onze meses até falecer num acidente de aviação durante a campanha para as eleições presidenciais, a 4 de dezembro de 1980.
