Dionisio Borobio nasceu em 1938. Estudou no Seminário diocesano de Bilbao (Espanha), na Universidade Gregoriana e no Pontifício Ateneu Santo Anselmo. Foi ordenado sacerdote em 1965. É professor catedrático de liturgia e sacramentologia na Faculdade de Teologia da Pontifícia Universidade de Salamanca, Espanha.
