Delmar Maia Gonçalves nasceu em Quelimane, em 5 de julho de 1969. Foi membro ativo da Organização da Juventude Moçambicana (O.J.M.) em Quelimane e dirigente estudantil.
Já em Portugal foi igualmente dirigente estudantil quer no Ensino Secundário, quer no Ensino Universitário.
Fez parte do Movimento Encontro de Jovens da comunidade Shalom — Sociedade de Vida Apostólica.
Como professor orientou e dirigiu acantonamentos de jovens estudantes do Ensino Secundário de Educação Moral e Religiosa Católica na Ericeira.
Fundou recentemente o Movimento Jovem Moçambicano de Intervenção Cultural em Portugal.
É um dos coordenadores dos "Cadernos Moçambicanos Manguana".
