Artur Borges Duarte nasceu a 25 de outubro de 1956. É natural de Válega, Ovar. É licenciado em Economia pela Faculdade de Economia do Porto. Foi administrador de várias empresas ligadas ao setor do calçado em diversos países. Foi diretor e presidente da Assembleia Geral da APICCAPS, administrador não executivo da Associação Empresarial Portuguesa e vereador em regime de não permanência da Câmara Municipal de Ovar. Continua a dedicar-se à sua profissão de economista e gestor de empresas. Considera-se um amante da escrita, leitura e desporto.
