Licenciado em Economia pela Faculdade de Economia do Porto, mestre em Ciência Política pelo IEP-UCP e doutorado em Ciência Política pela London School of Economics and Political Science. Professor Associado na Universidade Católica Portuguesa, onde é Diretor do Centro de Investigação do Instituto de Estudos Políticos. Foi Diretor do Centro de Estudos e Sondagens de Opinião da UCP (2017-19), membro da Direção da Associação Portuguesa de Ciência Política (2010-12 e 2016-21) e membro do Conselho Nacional de Ciência e Tecnologia (2012-15). Colabora também como Reader in Economics, Political Economy and Public Policy com a St. Mary's University, em Londres, onde integra o Benedict XVI Centre for the Study of Religion and Society. Membro da Mont Pelerin Society desde 2011.
