The RATS are the Rescue Agent Team, four children on a mission so when they find milk is being stolen and a shortage of money is forcing the animal sanctuary to close, they set out to find the culprit. The big reward means the animal sanctuary could be kept open but when the milk mugger turns out to be an old lady what then?
