Detective Cadillac Holland ventures into the political swamp of New Orleans politics to find out who is behind the offer to buy an entire neighborhood in the city's poorest part of town. His investigation exposes an attempt to buy an election and the plans of multiple developers bent on rebuilding the Lower Ninth Ward in their own vision.
