This study of the policy-making process in China during the Sino-French controversy of 1880â€"1885 illuminates China's response to the West in the 19th century. The threat of French efforts to extend control into northern Vietnam was the catalyst in Chinese policy decisions; Eastman traces the process by which the problem was eventually resolved.
