Private investigator Tag Finn, a former member of the CIA's Special Activities Division, is out doing a ride along on his friend's vessel assist boat on the San Francisco Bay and rescues Playboy Playmate Fiona Blake from a party boat sinking off of Alcatraz Island, only to learn that she has an unusual problem-and Finn thinks he can help.
