'Issues and Challenges' is a series short essays, each of which stand alone. In them I discuss some matters that I consider need review and civilised discussion, and some that I find puzzling. My objective is to provide a platform for consideration of the issues, to encourage readers to assess our existing systems and find ways to improve them.
