Visiting Fellow na Universidade de Oxford e Distinguished Professor do Institute of Indian Managment-Research, Delhi. Obteve um doutoramento em Direito na Universidade de Newcastle em Inglaterra e um doutoramento em Letras (Honoris Causa) na Índia. É consultor jurídico do MakaAngola (Rafael Marques), a principal entidade civil que promove a democracia, os direitos humanos e combate à corrupção em Angola. Tem escrito extensivamente e publicado livros sobre Angola e a União Europeia, bem como participado em conferências académicas e seminários nas Universidades de Oxford, Londres, Birmingham e London School of Economics. Fundador da Angola Research Network e Membro da Royal African Society. Anteriormente, foi professor de Direito em Portugal, e professor visitante no Brasil e no Cazaquistão, além de Visiting Fellow na Universidade de Newcastle.
