Rebelo Marinho nasceu a 27 de setembro de 1955, em Luanda, de onde veio com cinco anos.
Licenciou-se em Ensino, na Variante de Estudos, Ciências Económico-Sociais. É professor aposentado do Ensino Secundário, escritor e colunista.
É casado, tem um filho e uma neta.
Participou em diversas coletâneas e escreve regularmente na plataforma digital Rua Direita e assina uma coluna semanal na Rádio Alive.
A Valsa dos Amantes é o seu mais recente livro, que publica com a Oficina da Escrita.
