Paulo Oom nasceu em Lisboa, onde concluiu o curso de Medicina e posteriormente a especialização em Pediatria. É doutorado pela Faculdade de Medicina da Universidade de Lisboa. Foi membro fundador da Associação Portuguesa de Saúde Escolar e Universitária e faz parte da Sociedade Portuguesa de Pediatria e da Direção do Colégio de Pediatria da Ordem dos Médicos. Tem vários livros publicados.
