Paulo de Morais é professor universitário. Licenciado em Matemática, doutorou-se em Engenharia e Gestão Industrial pela Universidade do Porto. Foi vice-presidente da Câmara Municipal do Porto. Foi membro do núcleo fundador da Associação Cívica Transparência e Integridade, capítulo nacional da organização não-governamental Transparency Internacional, de que foi igualmente vice-presidente.
É uma referência em Portugal no combate aos mecanismos de corrupção. No âmbito das denúncias que efetuou, esteve envolvido em nove processos judiciais, cuja decisão final lhe foi sempre favorável. Foi candidato à Presidência da República em 2016.
