Nasceu em Ourém, vive em Lisboa, onde estudou, casou e teve três filhos. Licenciado em Direito, Advogado, com diversas formações na área da Gestão Empresarial e Financeira, tendo exercido funções num importante grupo de comunicação social, é atualmente consultor em privacidade e proteção de dados pessoais. Publicou três livros: "Anotações à Lei das Associações de Defesa do Ambiente", em parceria, 1990, InAmb; "Novo Regulamento Geral de Proteção de Dados", 2018, FCA e "RGPD Guia para uma Auditoria de Conformidade", 2019, FCA.
