Nasceu em 1948, em Vila Real. Foi um dos fundadores da UDP – União Democrática e Popular, partido pelo qual foi autarca e deputado à Assembleia da República, em 1979.
É autor dos romances Sei Onde Mora o Herberto Helder e O Falcão Albanês. Como poeta, é autor de Todas as Margens e Imperfeita Sabedoria. Publicou ainda o livro de memórias Perder a Esperança, Porquê?
