Manuel Mendes Silva nasceu no Porto em 1948 e vive em Lisboa. Médico urologista, é chefe de serviço hospitalar de urologia, membro do Colégio Europeu de Urologia e Académico Honorário Estrangeiro da Academia Nacional de Medicina do Brasil. Passou, entre outras, pela Presidência da Associação Portuguesa de Urologia, da Associação Lusófona de Urologia e do Colégio de Urologia da Ordem dos Médicos. É ainda presidente do Conselho de Ética da Ordem dos Médicos e da Comissão de Ética da Associação Portuguesa de Urologia, bem como da secção de História da Medicina da Sociedade de Geografia de Lisboa. Casado desde 1971, é pai de três filhos.
