É sacerdote da Arquidiocese de Braga. Licenciou-se em Direito Canónico, em 1974, e, dois anos mais tarde, concluiu o doutoramento na mesma área disciplinar, na Universidade de Navarra, com a tese Os Conselhos Presbiterais em Portugal (publicada em 2002). É professor de Direito Sacramental no Seminário Conciliar de Braga e professor emérito de Direito Canónico da Faculdade de Teologia (UCP-Braga). É membro do Cabido da Sé de Braga e Vigário Judicial do Tribunal Eclesiástico da Arquidiocese. É também diretor da revista bimensal Celebração Litúrgica.
