Luciano Reis nasceu no concelho de Pampilhosa da Serra. É licenciado em Gestão das Artes e frequentou o mestrado em Estudos de Teatro, da Faculdade de Letras da Universidade de Lisboa. É igualmente diplomado em Formação de Atores pela Escola Superior de Teatro e Cinema.
É formador de um alargado leque de disciplinas e trabalha regularmente em projetos culturais, educativos e artísticos. É autor de cerca de 90 livros, distribuídos por áreas tão diversas como a biografia, o teatro, a poesia, o romance, ou a investigação histórica, entre outras. É ainda autor de As Grandes Divas do Século XX, publicado pelas Edições Parsifal em 2015.
Em Junho de 2018 publica na editora Modocromia a sua autobiografia.
