José Carlos de Oliveira nasceu em Lisboa, em 1951. Dirige a produtora Marginalfilmes, é argumentista, realizador e produtor das longas-metragens Inês de Portugal, O Dragão de Fumo, Preto e Branco, Um Rio e Quero Ser Uma Estrela. Formador na área da escrita, realização e produção; cronista na imprensa.
Vice-presidente da Associação de Realizadores de Cinema e Audiovisual e da Academia Portuguesa das Artes e Ciências Cinematográficas. Tem assento na Secção Especializada do Cinema e do Audiovisual, do Conselho Nacional de Cultura.
