José António Rodrigues Pereira nasceu em Lisboa em 7 de junho de 1948, entrou para a Escola Naval em 1 de setembro de 1966, sendo promovido a capitão-de-mar-e-guerra em 27 de julho de 1999. Foi professor da Escola Naval, de 1982 a 1990 e de 2006 a 2010. Esteve colocado no Departamento de Relações Bilaterais da Direção-Geral de Política de Defesa Nacional (1991-1995) e foi diretor do Museu de Marinha (2006-2010). É académico emérito da Academia de Marinha e académico honorário da Academia Portuguesa da História.
