Jorge Pereira da Silva é licenciado pela Faculdade de Direito da Universidade Católica Portuguesa (UCP), onde também concluiu o mestrado (2002) e o doutoramento (2014). Entre 2014 e 2021, dirigiu a Escola de Lisboa da Faculdade de Direito da UCP, instituição onde leciona Fundamentos de Direito Público e Direitos Fundamentais e é também investigador do Católica Research Centre for the Future of Law. Assessor do Representante da República para a Região Autónoma dos Açores, é ainda jurisconsulto e árbitro. Em 2023 publicou Fundamental Rights in the Digital Era and Free Speech on Social Networks, Atenas: European Law School Network.
