João Felgar nasceu em Moçambique em 1970. Aos cinco anos vivia em Viseu, aos doze em Lisboa. Fez o curso de Direito.
Em 1997 toma posse como juiz na sua primeira comarca. Em 2008 vai para Timor-Leste como juiz internacional, e fica por lá quatro anos. Decide por fim fixar-se em França com a intenção de escrever romances, que é o que, no fundo, gosta de fazer.
Terra de Milagres é o seu romance de estreia.
